Shaan Hurley has some tools linked on this page that are said to work with AutoCAD 2005 and 2006, but may work with other versions too. The tools from noliturbare.com should work with any version and are stand alone tools for printing CTB/STB files. They also have a nice tool for unpacking PC3, PMP, CTB, and STB files.
